Properties Editor can directly edit property files written in Unicode reference characters, eliminating the need to convert to Unicode. In addition to the usual editor functions, it can also be used as an Eclipse plug-in. When you unzip the file, when you unzip the downloaded zip file, a folder called eclipse will be created, and within that there will be folders called features and plugins. Copy this over the actual eclipse folder.
