I had the same problem during the installation and using drivers 9.4.1 solved (matter of fact bypassed) the problem,
In the Microsoft web site only the latest version available, I have found the following for older versions.
JDK16 and JDK11 versions are avail in 9.4.1 zip file, 16 was good for me. https://sqlserverbuilds.blogspot.com/2021/06/sql-server-jdbc-driver-versions.html

and i have selected Microsoft l Server as db
then filled the Db connection parameter
And i have downloaded the jdbc driver
ad chosen mssql-jdbc-12.4.2.jre8.jar
